Ebike Classes Explained: Class 1, 2, and 3
The class on the frame decides where you are allowed to ride, how fast the motor helps, and whether you need a helmet to be legal. It is the first spec you should check and the one buyers understand worst.

Almost every ebike sold in the United States carries a sticker reading Class 1, Class 2, or Class 3. That sticker is not a performance rating and it is not a quality tier. It is a legal category, and it is the single most consequential thing about the bike you are about to buy, because it determines which paths, lanes, and trails you can legally use it on.
The frustrating part is that the class system is only half of the picture. There is a federal rule that governs what can be sold as an electric bicycle, and there is a separate patchwork of state rules that governs where you can ride one. They use different numbers and they answer different questions. Here is how both work.
Why the classes exist at all
Before 2015 there was no consistent answer to a simple question: is an electric bike a bicycle or a moped? Every state answered differently, and some had no answer at all. A bike that was perfectly legal in one county could be classified as an unregistered motor vehicle one county over.
California passed the first three-tier framework in 2015, and the industry advocacy group PeopleForBikes has since pushed versions of it through most state legislatures. Roughly forty states now use some form of the three-class system. The point was never to rank bikes. It was to give lawmakers a vocabulary precise enough that they could permit the slow, quiet ones on bike paths without also permitting something that does 45 mph.
Class 1: pedal assist, 20 mph
A Class 1 ebike helps only while you are pedaling, and the motor stops adding power once you reach 20 mph. There is no throttle. If you stop pedaling, the assistance stops, and the bike coasts exactly like an ordinary bicycle.
This is the class with the widest legal access, and it is not close. Because a Class 1 bike behaves like a bicycle that happens to have strong legs, most land managers treat it like one. If you plan to ride paved greenways, rail trails, or any shared-use path, Class 1 is the safe default. It is also the class most mountain bike trail systems allow when they allow ebikes at all.

Class 2: throttle, still 20 mph
A Class 2 ebike has everything Class 1 has, plus a throttle that moves the bike without any pedaling. The motor still cuts out at 20 mph, whether you got there by pedaling or by thumbing the throttle.
This is the most common class sold in the American direct-to-consumer market, and the reason is straightforward: a throttle is the feature that makes an ebike feel electric to a first-time buyer. It is genuinely useful for pulling into traffic from a dead stop, for holding a line up a steep driveway, and for the last two miles when your legs are finished.
Access is where it gets complicated. Class 2 is permitted in most of the same on-road places as Class 1, but a meaningful number of trail systems and park authorities single out throttles specifically. If your riding is street and bike lane, this rarely bites. If it is trail, check first. Class 3: 28 mph, with strings attached
Class 3 raises the assist cutoff to 28 mph. In most states that adopted the standard, Class 3 is pedal assist only, though a handful permit a throttle as long as the throttle itself stops helping at 20 mph. Class 3 bikes are also usually required to have a functioning speedometer.
The extra 8 mph transforms commuting. On a road with 35 mph traffic, the difference between 20 and 28 mph is the difference between being an obstacle and keeping pace. For anyone replacing car trips on suburban arterials, this is the class that makes the math work.
It comes with the tightest restrictions of the three. Expect a minimum rider age of 16, a helmet requirement in many states, and exclusion from multi-use paths and unpaved trails. There is also a physical cost people underestimate: holding 28 mph takes roughly twice the power of holding 20 mph, so the same battery delivers dramatically less distance. Treat the path and helmet rows as the general pattern rather than gospel. These are the rows that vary most between states, and in the case of trail access, between individual park districts inside the same state.
Federal law and state law answer different questions
This trips up nearly everyone, so it is worth being precise.
Federal law decides what can be sold. Under the Consumer Product Safety Act, a low-speed electric bicycle has functional pedals, a motor under 750W, and a top motor-powered speed of 20 mph on level ground with a 170 lb rider. Meeting that definition means the product is regulated as a bicycle by the Consumer Product Safety Commission rather than as a motor vehicle by the National Highway Traffic Safety Administration. Note the 20 mph figure applies to motor-only propulsion, which is how Class 3 pedal-assist bikes still fit.
State law decides where you can ride. The three-class system lives here. Your state, and sometimes your city or park district, sets path access, age minimums, and helmet rules. A federally compliant bike can still be banned from a specific trail.
There is no Class 4, and that matters
Search results are full of references to "Class 4" ebikes, usually attached to bikes advertising 3000W motors or 45 mph top speeds. No such class exists in the three-class framework. The term is marketing shorthand for a bike that has exceeded the legal definition entirely.
Once a bike puts out more than 750W of continuous power or assists past 28 mph, it is generally no longer a bicycle in the eyes of the law. It becomes a moped, a motor-driven cycle, or a motorcycle depending on the state, and those categories bring licensing, registration, insurance, and a prohibition on bike lanes and paths. That is a real consequence, not a technicality: insurers deny claims on this basis, and a collision on an unregistered motor vehicle is a substantially worse legal position than the same collision on a bicycle.

Which class should you actually buy?
Work backwards from the routes you will ride most, not from the spec sheet.
- Mostly paved paths, greenways, or trails: Class 1. The access advantage outweighs everything else, and you will rarely miss the throttle on a path where you should not be going fast anyway.
- City streets, errands, stop-and-go, or any mobility limitation: Class 2. The throttle earns its keep every time you pull away from a light with a bag of groceries on the rack.
- Suburban commute on roads with real traffic: Class 3, provided your route is not path-dependent. Keeping pace with traffic is a safety feature, not a luxury.
- Not sure yet: Class 2. It covers the widest range of real use, and most Class 2 bikes can be ridden as pedal assist only whenever you are somewhere that prefers it.
One practical note that applies to all three: the class caps assistance, not the bike. Every one of these bikes can exceed its class speed on a descent or under your own legs. The cutoff is where the motor stops helping, not a speed governor.
